Electronic declaration of humanitarian aid for Ukraine for the needs of the population and the Armed Forces

Online registration of the import of humanitarian aid


As of April 1, changes are being implemented in terms of the import of humanitarian aid into the territory of Ukraine.

In September 2023, the Cabinet of Ministers of Ukraine adopted Resolution No. 953 on the introduction of new rules for the passage of humanitarian aid.

Therefore, according to the launched and tested automated humanitarian aid registration system, humanitarian aid recipients will definitely need to register in the Unified Register of Humanitarian Aid Recipients (hereinafter referred to as the Unified Register).

Registration should take place in the electronic office of the automated humanitarian aid registration system (https://good.gov.ua).

The recipient status is acquired from the moment of registration in the electronic office of the automated humanitarian assistance registration system with the assignment of the humanitarian assistance recipient number to the recipient.

After the recipient of humanitarian aid receives the status of Recipient with the assignment of a unique code, such a person will be able to declare, submit reports and form documents in online format using his own account in the automated humanitarian aid registration system.

Thus, the procedure for registration of humanitarian aid, starting from April 1, is as follows :

1. Enter the website https://good.gov.ua and enter the QES of the head of the Organization whose representative you are. (Only the manager will have access to the full range of services in the online system, so you should confirm everywhere that you are the manager according to the QES)

If you have not registered before, when you log in through the qualified electronic signature (hereinafter referred to as QES) of the head of the Organization, you are automatically registered in the Unified Register of Humanitarian Aid Recipients, your organization is assigned a humanitarian aid recipient number, which in the future will always be included in declarations together with your EDRPOU code .

To view your recipient number, you need to select the "Recipient data" tab, which contains complete information about your organization. The recipient's number is the first in the list after the phrase "No. in the Register:".

2. Next, you need to select the "My goods/Declaration" tab.

You can create several goods (humanitarian aid) in one declaration that you plan to create by clicking the + tab to add humanitarian aid to the declaration.

After filling in all the information about the humanitarian aid that is planned to be imported into the territory of Ukraine, you need to click to issue a declaration. According to the Procedure for the release of humanitarian aid, from the moment of assigning a unique product code (humanitarian aid) after making a declaration, 90 days are given for the import of this aid; after the specified period, these goods automatically lose the status of goods recognized as humanitarian aid.

3. After the code is generated (as soon as you click on the register declaration tab after filling in all the information about the product), you will be able to monitor the status of your application for creating a formed declaration, which is automatically sent to the customs service. In order to view the status of your application, you need to return to the main menu and again click on the "My goods/Declaration" tab. The same window will also open, but with your created application with a unique cargo code, Donor's name, total weight, quantity, application registration date and application status. It is also possible to view the application in more detail by clicking on this application. It is possible to view online in PDF format your completed declaration (which, by the way, is signed by the KEP of the head of your organization), and to download it to your personal PC.

4. As soon as the status of your application for creating a declaration is approved by the customs service, it will be indicated as follows: "WAITING CUSTOMS CLEARANCE". This means that all you have to do is bring the aid to the border to be checked by the customs office of the body by the customs service. It is not necessary for the carrier to print the formed declaration , it is already in the database of the customs service, it is enough just to have it in electronic form.

5. After the aid is delivered to Ukraine, the Organization distributes it, which is noted in the customs service system and an automatic report is generated with information on where exactly the aid was distributed.

When the aid is on the territory of Ukraine, the recipient Organization is obliged to report on its use by the 15th of the following month from the moment of importation, but not more than 90 days later.

How to use this online system :

1. Log in to your own office using the QES of the head of the Organization and confirm your data.

2. Select the desired action.

2.1. If you change the details of the Organization or check its data, select the "Recipient data" tab.

2.1.1. Next, you will be able to view your data, if something does not match the data from the Unified Register, then you can change them yourself.

2.2. If you issue a new import of humanitarian aid, select the "My cargo/Declaration" tab.

2.2.1. Select + Add a new receipt of humanitarian aid and fill in the information about the following cargoes, which are planned to be imported into the territory of Ukraine. or

2.2.2. Fill in the data of the existing registered cargo for its next monitoring.

2.3. If your organization is supported at the expense of budgets, authorized by them by a state institution or local self-government, to receive certain humanitarian aid, then within 15 calendar days from the date of entering information about the formalized humanitarian aid, you must fill in the inventory description in the electronic cabinet of the automated system.

2.3.1. To do this, select the "Inventory description" tab.

2.3.2. Fill in the blank fields accordingly with information about humanitarian aid.

Also, the inventory description in the system is submitted by the recipient of humanitarian aid - the Organization, which is not supported by budgets, only in case of discrepancies between the humanitarian aid actually received and the data of the declaration.

2.4. If you submit a report on the registration of humanitarian aid according to the declaration, you need to select the "Report" tab.

2.4.1. Such a Report is submitted by the 15th of the month following the month in which the date of entry of information on customs clearance of humanitarian aid according to the declaration is indicated.

2.4.2. The report can be generated and submitted in the electronic office of the automated system, or you can download a copy of the paper report signed by the manager or person responsible for accounting, or a copy of the report in electronic form with the KEP of the manager or person responsible for accounting.

We will remind that on November 20, the Cabinet of Ministers of Ukraine adopted a resolution on the transitional period of using the automated humanitarian aid registration system until April 1, which made it possible to adapt to this online system for almost 5 months.
